Russia
Due to the unstable security situation and effects of the military war with Ukraine, avoid traveling to Russia. There are few viable means of transportation, limitations on financial activities, and potential shortages of necessities.
Without much notice, the security situation may get worse. Explosions and huge fires are frequent occurrences in the regions of Russia that border Ukraine. Never try to cross the border between Russia and Ukraine or enter Ukraine from Russia. Laws that restrict free speech in relation to the military conflict between Russian military forces and the Ukraine have been passed. Avoid participating in any protests or demonstrations and refrain from making public remarks on political events. Russian authorities might take a more hostile stance against foreigners living there and apply local laws arbitrarily.
Regardless of any other citizenship held, the Russian government has the right to require conscription of all males it deems to be Russian. 2022 will see the continuation of conscription, from October 1 until December 31.

On the evening of Sunday, September 18, and early on Monday, September 19, Typhoon Nanmadol is expected to make landfall in Kyushu and central Japan. If you live in an impacted area, you should follow the national and local authorities’ guidance and take the necessary steps as directed.

All the provinces of the Dominican Republic are on alert, twelve of them at the highest level (red), including Greater Santo Domingo. In an attempt to minimise the damage, the government has declared Monday as a non-working day and universities will be closed.

Tras las protestas de los días anteriores contra el aumento de los precios de la vida y del combustible, el 16 de septiembre se produjeron saqueos y disturbios violentos en Puerto Príncipe y en algunas ciudades de provincia. Se saquearon las existencias del Programa Mundial de Alimentos (PMA) y de Cáritas, y se atacó la oficina de Care en Gonaives (centro del país). En Puerto Príncipe se quemaron varias casas y la televisión nacional fue atacada y saqueada. Se ha informado de la existencia de víctimas en varias zonas de la capital, pero por el momento no hay datos oficiales ni recopilados.
Algunos líderes políticos han instado a la población a protestar contra la decisión del gobierno de subir el precio del combustible, y el líder de una de las principales bandas de Puerto Príncipe ha declarado que su banda se unirá a las protestas.

Haiti
Following the previous days’ protests against rising living and fuel prices, lootings and violent riots erupted in Port au Prince and some provincial cities on September 16. World Food Programme (WFP) and Caritas stocks were looted, and the Care office in Gonaives was attacked (centre of the country). Several houses were burned in Port au Prince, and the national television station was attacked and looted. There have been reports of casualties in several areas of the capital, but no official or compiled data is available at this time.
Some political leaders have urged the public to protest the government’s decision to raise fuel prices, and the leader of one of Port au Prince’s main gangs has stated that his gang will join the protests.
Following the attacks on several branches, the Banks Association announced the closure of all commercial banks in the country.
México
Se han cancelado varios vuelos desde y hacia los aeropuertos de Guerrero debido a la tormenta tropical Lester. Aunque la tormenta tropical «Lester» se degradó a un sistema de baja presión en la tarde del sábado, su paso por la costa del Pacífico mexicano tuvo un impacto significativo, particularmente en el estado de Guerrero. Several flights to and from Guerrero airports have been cancelled due to Tropical Storm Lester. Although Tropical Storm «Lester» degraded to a low pressure system in the afternoon of Saturday, its passage along the Mexican Pacific coast had a significant impact, particularly in the state of Guerrero. Volaris has also announced flight cancellations to the Oaxacan coast.

The US Government issued an alert on September 14th, advising US citizens not to travel on National Route 1 (between Ouahabou and Koumbia) at this time. Personal travel outside of Ouagadougou city limits is prohibited for US government personnel due to the high risk of terrorist attacks, kidnapping, and criminal activity. We continue to advise against visiting Burkina Faso. The security situation remains volatile. If you are in Burkina Faso, you should leave as soon as possible. Consider the safest mode of transportation and route to take. Maintain your personal safety and keep an eye on local media for updates.
